In what context can a stand-alone license agreement trigger the need for a merger control filing?

The article considers whether, in certain circumstances in Cyprus, a transaction concerning a stand-alone licensing agreement can trigger the need for a merger control filing. Moreover, it examines whether a license agreement could affect the market structure and as such make it necessary for the relevant regulatory authority to review the transaction before its implementation.
