EU-wide review of outbound investments in AI semiconductor and quantum technologies

The European Commission has called on EU member states to review outbound investments in critical technology sectors, such as AI, semiconductors, and quantum technologies, to address potential risks to economic security.  Our latest article breaks down this initiative, which requires retrospective data collection on relevant investments since January 2021, with reports due by mid-2025 and mid-2026. These developments highlight the growing need for businesses to navigate complex regulatory frameworks and assess potential risks in international investments.  It will be advisable for tech companies to conduct a review of their operations since January 2021 in order to check if they fall within the ambit of this Recommendation.
