Workplace harassment in Cyprus is governed by a combination of domestic legislation and international legal instruments aimed at ensuring a safe and respectful working environment. The article introduces the principal legal framework which includes Law No. 17(III)/2024, which ratifies ILO Convention No. 190 on the elimination of violence and harassment in the workplace and Law No. 205(I)/2002 on Equal Treatment of Men and Women in Employment. Harassment is defined as any unwanted conduct—whether physical, verbal, or non-verbal—that violates an individual’s dignity or creates an intimidating, hostile, degrading, or offensive work environment. The law adopts a subjective standard, meaning the victim’s perception of the behavior is central to its assessment, regardless of the perpetrator’s intent. The article describes the legal protections, the obligations of the employers, the complaint mechanisms and the remedies available.
